A Appraisal company owes me a lot of money and wont sent payment. said he would,did? three weeks ago. can I charge the insurance company for those sevices? collect from he vehicle owner? file a mechanics lien? or do I have to go to court?

You were doing work for the appraisal company. Your beef is with them, not the insurance company or the vehicle owner.
A mechanics lien is when you do work on property to benefit the property. I don’t think doing an appraisal on a vehicle qualifies.
Sue the appraisal company. That is who you contracted with.

If your arrangement is with the Appraisal Co, then it is their responsibility to pay you and nobody else. Do what you need to do to get paid by them, including taking them to court.

I’d certainly report to the insurance company, but you’ll have to consult a lawyer to see what your collection options are. Worst case scenario, sue, the insurance company, the insured, and the appraisal company.
